The culture of titles

The Wall Street Journal Health blog posted a blog about how a handful of scientists in Germany, who earned PhDs at such places as Cal Tech, as facing criminal charges for using the title "Doctor." So what do you think? Is this just a matter of cultural difference? Is it legitimate for a government to want to control who can use a specific title? Or is this all a little much?
